An oil spill from this unnecessary pipeline in the Great Lakes threatens the drinking water of 40 million people. If it ever gets built, an oil tunnel in 10 years is not a solution to this urgent threat. He must act now to protect the Great Lakes from Enbridge's damaged, dangerous, old pipelines. Enbridge experts testified, and other independent reports attest that a pipeline shutdown would have little impact on energy prices.

Dear President Biden,

I strongly urge you to take the following actions regarding the ongoing dispute over Enbridge Energy’s outdated and dangerous Line 5 pipeline, which threatens our Great Lakes and climate:

  • Revoke the presidential permit for the Line 5 pipeline - the presidential permit is predicated upon Enbridge’s compliance with their easement agreement with Michigan. Enbridge violated that easement from 1968 until Governor Whitmer revoked it in 2020.

  • File supportive briefs in the appropriate court of jurisdiction, making it clear that Michigan has the authority to revoke the Line 5 easement and shut down the pipeline.
  • Prevent improper use of the 1977 Transit Pipeline Treaty with Canada - Canadian attempts to keep Line 5 operating by invoking the Treaty are ill-founded and disingenuous. The 4th article of the treaty allows the exact kind of conduct to protect the environment and public trust resources pursued by Governor Whitmer and the Bad River Band.
  • Follow the global commitment of COP28 to begin transitioning away from fossil fuels. Future generations are counting on you.

    Fresh water is the most precious resource we have in the Great Lakes region- and its impacts travel well beyond my state of Michigan. It is horrific to imagine the permanent damage which will occur when Line 5 bursts, which it is destined to do. Please shut it down before disaster happens. It’s a necessary step towards a clean energy future.

    Shutting down Line 5 is not really about big oil. It is about surrounding state’s economy and livelihood. Water is a tremendous issue in Colorado & the west where I lived for 26 years. I can’t fathom it is allowed to be taken for granted in the Great Lakes region. Shut down Line 5 today!

    Further investment if fossil fuels is the madness of vested interests who put their profits before the common good. Line 5 is a particularly egregious example of shortsighted and dangerous greed. Please pull the permit and encourage energy companies to develop alternatives to fossil fuels.

    In its approval, the MPSC dismissed alternatives to routing Line 5 through the Straits. However, recent industry reports show that there are a range of commercially feasible and operationally viable alternatives to transport crude and NGLs in the event of a Line 5 shutdown. These alternatives include leveraging excess capacity in existing pipelines that do not run through the waters of the Great Lakes.


    The Commission’s decision to permit relocating Line 5 to a yet-to-be-approved tunnel violates the Michigan Environmental Protection Act (MEPA). MEPA requires all agencies to determine if a proposed project is likely to impact the air, water, and natural resources, or public trust in those resources, and to deny approval when, as here, there are feasible and prudent alternatives. Multiple studies demonstrate that the North American energy market is flexible, adaptable, and resilient, and that Line 5 could be decommissioned without causing supply shortages or price spikes. It is clear that the region has the capacity for a planned and orderly transition to shut down Line 5 and to protect the Great Lakes – which comprise 95% of North America’s fresh surface water – from a catastrophic oil spill. Since 2017, large energy firms and refineries have developed contingency plans for a Line 5 shut down.

    Line 5 needs to be shut down before there is a catastrophic disaster. It must be re-routed so it in no way travels under a Great Lake. No tunnel! Route it all thru Canada if it’s to be kept open.
