URGENT ACTION NEEDED: Protect the Great Lakes from Fast-tracking Risky Oil Tunnel Project
The U.S. Army Corps of Engineers (USACE) is considering bypassing required environmental impact studies and permitting the controversial Line 5 oil tunnel beneath the Great Lakes under a presidential emergency order. Rushing the approval process for an oil tunnel beneath the Great Lakes is the opposite of emergency action – it’s reckless endangerment. READ MORE The decision is not final, and we have time right now to stop this dangerous proposal in its tracks.
The Line 5 tunnel project–due for public comment this spring–is now included in a list of projects potentially eligible for expedited approval under President Trump’s recent Energy Emergency Executive Order. The USACE has until February 20 to designate "emergency" projects for expedited processing. This fast-track approach could severely limit public input and environmental review for a high-stakes project with far-reaching implications.
TAKE TWO ACTIONS
Join us in contacting the U.S. Army Corps of Engineers and your US Senators to:
- Maintain a full environmental review process for the Line 5 tunnel project.
- Ensure meaningful public participation opportunities.
- Reject any attempt to classify this project as an emergency requiring expedited review.
Public participation is essential to protecting the Great Lakes and ensuring decisions about critical infrastructure are made responsibly.

Phone Script to Call Senators
My name is _____ from _______(your city). I'm calling to express deep concern regarding the potential fast-tracking of permits for Enbridge’s Line 5 oil tunnel through the Great Lakes under a recent Energy Emergency Executive Order. Expedited approval would significantly reduce public input and bypass essential environmental reviews for a project with serious environmental and economic implications for Michigan and the Great Lakes region.
I'm asking the Senator to urge the U.S. Army Corps of Engineers to:
- Maintain full environmental review processes for the Line 5 tunnel project.
- Ensure meaningful public participation opportunities.
- Reject any attempt to classify this project as an emergency requiring expedited review.
Thank you!
Why It Matters
-
Environmental Risk: The proposed underwater tunnel would house Enbridge’s Line 5 pipeline, carrying Canadian oil through some of the most environmentally sensitive waterways in North America.
-
Drinking Water Supply: The Great Lakes provide drinking water to millions of people and support a multi-billion-dollar tourism and fishing economy.
-
Transparency and Accountability: Expedited permitting could sideline essential environmental reviews and public participation.
