The Task Force says more rail transport is necessary for critically needed propane for home heating and other measures to avoid major future disruptions in supply, including a Line 5 pipeline rupture.

These are just draft recommendations. Enbridge will be fighting to keep Line 5 and its Canadian monopoly operating indefinitely.
